The partnership was a table, not a brand office. Each named group kept its own mandate. What they shared was a refusal to treat informal returns as a technical detail of border work.

The marks below are the same files the 2020 home page used. We keep them at their original paths so a citation or an old volunteer bookmark still lands on a working image.

How the list was used

Press notes named the groups that agreed to be public. A smaller set of monitors asked to stay off the masthead because their field work sat close to a crossing. That split is still the honest version of the archive.
